The National Green Hydrogen Mission’s goal is to facilitate the transition to a low-carbon economy; by 2030, India aims to produce 5 MMT annually.
Nirmala Sitharaman, the union minister for finance and corporate affairs, stated that “India is going forward resolutely for the ‘panchamrit’ and net-zero carbon emission by 2070 to usher in a green industrial and economic transition” while presenting the union budget for 2023–2024.
In order to increase the focus on “Green Growth,” the budget highlights the vision for “LiFE,” or Lifestyle for Environment, which aims to inspire a movement of ecologically responsible lifestyles while leading everyone through the Amrit Kaal.
Green Hydrogen Mission
The recently declared National Green Hydrogen Mission will help the economy transition to a low carbon intensity and decrease reliance on imported fossil fuels. Additionally, it will force the nation to establish technological and market dominance in this emerging industry. At the budget, India’s goal to produce 5 MMT annually by 2030 was also announced.
Energy transition and storage projects
The Ministry of Petroleum & Natural Gas has announced an allocation of 35,000 Crore for priority capital investments towards energy transition and net-zero targets, as well as energy security. Along with the steps for guiding the economy towards sustainable development, it was announced that a thorough framework for pumped storage projects would be developed and that battery energy storage systems with a capacity of 4,000 MWH would obtain viability gap funding.
Renewable Energy Evacuation
It has been suggested to invest 20,700 Crore in the interstate transmission infrastructure for the evacuation and grid integration of 13 GW of renewable energy from Ladakh. This amount includes 8,300 Crore in central funding.

PM-PRANAM
To encourage States and Union Territories to promote alternative fertilisers and balanced use of chemical fertilisers, the “PM Programme for Restoration, Awareness, Nourishment, and Amelioration of Mother Earth” will be introduced.
GOBARdhan scheme
In order to advance the circular economy, it has been suggested that 500 new “waste to wealth” factories be established under the GOBARdhan (Galvanising Organic Bio-Agro Resources Dhan) program. There will be 300 community-based or cluster-based plants and 200 compressed biogas (CBG) plants, with a total investment of 10,000 crore, 75 of which will be located in metropolitan areas. It has also been suggested to exempt the GST-paid CBG contained in it from excise duty in order to prevent cascading taxes on blended compressed natural gas.
Bhartiya Prakritik Kheti Bio-Input Resource Centers
With the goal of encouraging 1 Crore farmers to switch to natural farming during the following three years. A plan to establish 10,000 Bio-Input Resource Centers has been made public in order to establish a distributed national micro-fertilizer and pesticide manufacturing network.
MISHTI
By combining funding from MGNREGS, CAMPA Fund, and other sources, the “Mangrove Initiative for Shoreline Habitats & Tangible Incomes” will be implemented to plant mangroves wherever they are viable along the coastline and on salt pan areas. This builds on India’s success in afforestation.
Amrit Dharohar
The Amrit Dharohar project, which will support local communities’ distinctive conservation values, has been announced in an effort to highlight the significance of local people in protecting the wetland ecosystem. This plan will be put into action over the next three years in order to promote the best possible use of wetlands, increase biodiversity, increase carbon stock, increase ecotourism opportunities, and generate money for local communities.
